This op-ed highlights that most Chinese foundations are not grantmaking organizations, but operating foundations or hybrids. Their limited assets prevent them from supporting NGOs and filling the funding vacuum created by foreign donors leaving the country. Lack of funding is driving NGOs to rely on government procurement, or morph into social enterprises to tap into impact investment capital.
