Angel Chiang is Director, Research and Advisory, Greater China & Chief Rep, Shanghai Representative Office at the Centre for Asian Philanthropy and Society (CAPS), where she oversees research and advisory projects in Greater China, guiding family foundations on effective governance and strategic philanthropy. Her thought leadership drives CAPS’ China Issue Guide, a four-part research series on education, healthcare, environmental protection, and poverty alleviation, delivering actionable insights into China’s philanthropic landscape, government priorities, and unmet needs to empower impactful giving. Angel has also led cross-regional studies in Asia on early childhood education and innovative giving vehicles like donor-advised funds and collaborative giving, shaping practical philanthropy models at work.
Angel has over a decade of experience in advancing philanthropy across Greater China and Asia, bridging private social investment, government policies and nonprofit initiatives with her expertise in political science and mass communication.
Angel previously served as Deputy Director at the China Global Philanthropy Institute, managing training programs including the Global Philanthropy Leadership Program and the Next Generation of Changemakers. She also led a team to build the Philanthropy Online Academy, one of China’s first e-learning platforms designed for public philanthropy education, helping produce over 200 videos covering topics such as nonprofit management, social innovation, community services, inheritances and charity regulation.
She holds an LLM in political science and international relations from Tsinghua University and a BSc in mass communication and public relations from Boston University.
