Angel (An-Chi) Chiang is Director, Research and Advisory, Greater China and Chief Representative of the Shanghai Representative Office at the Centre for Asian Philanthropy and Society (CAPS), where she is responsible for research and advisory projects spanning Greater China and the wider region, providing foundations and corporates with professional support on governance and strategic philanthropy. She also oversees the operations and ecosystem-building of the Shanghai office since its establishment, working to integrate CAPS’s research with local philanthropic practice.
Her research examines social issues such as early childhood education and aging, as well as the mechanisms and tools that shape philanthropy, including family foundation governance, corporate social responsibility, donor-advised funds, collaborative giving, and AI for the social sector. The work spans both China’s domestic philanthropic landscape and shared questions across multiple Asian economies, aiming to explore philanthropy models suited to Asia.
Angel has over a decade of experience in the social sector in Greater China, working at the intersection of private social investment, government policy, and nonprofit practice. She regularly exchanges perspectives with funders, corporates, practitioners, and policymakers across Asia on questions facing the sector.
Prior to CAPS, she led capacity-building work for philanthropists, foundation heads and executives, and next-generation changemakers at the China Global Philanthropy Institute, where she built the Philanthropy Online Academy, one of China’s earlier online platforms for public philanthropy education.
She holds an MA in political science and international relations from Tsinghua University and a BSc in mass communication and public relations from Boston University, and she is certified in CFA Sustainable Investing.
